Our Position

1. The Zoning Renewal Bylaw coming to council must be deferred until at least spring 2024, perhaps later, 1) until after district planning is complete and 2) until there has been
full and proper public engagement.

 

2. Public engagement on this bylaw must include repeated in-person town hall meetings in every district, held in a series that 1) provides information, 2) organizes public discussion and debate, and 3) reflects back to the public the ways in which the draft bylaw was changed to reflect public input. These meetings should be held over several months.
 

3. The city must provide every household affected by this draft bylaw non-technical, easily comprehended and accurate information on what the draft bylaw will mean for their neighborhoods and districts, including drawings to proper scale.
 

4. The city must provide proper in-depth analyses of how this draft bylaw fits with the city’s carbon budget; housing affordability; city tax revenues; and protection of the urban tree canopy; among other topics. These analyses should be conducted by independent experts (i.e. not from organizations funded by developers).
